ملخص: This study aims to explore the effectiveness of the strategic partnership between the public and private sectors in Palestine by analyzing the dimensions of this partnership (governance, strategic political alignment, nature of the partnership, stakeholders’ perspectives, and partnership environment) and its impact on maintaining public security in its various aspects (economic security, political and intellectual security, and social security), from the perspective of officers in the General Intelligence Service in Hebron Governorate. The study adopted the descriptive analytical methodology and relied on a questionnaire distributed to the study population, which consisted of 250 officers in the General Intelligence Service. A total of 230 valid questionnaires were retrieved and analyzed using the Statistical Package for Social Sciences (SPSS). The results revealed that the level of strategic partnership between the public and private sectors was high, with a mean score of 3.47 and a standard deviation of 0.666. Meanwhile, the level of public security was moderate, with a mean score of 3.02 and a standard deviation of 0.665. The study also found that there was no statistically significant effect at the (α<0.05) level of the partnership dimensions (governance, strategic political alignment, nature of the partnership, stakeholders’ perspectives) on maintaining political and intellectual security. The study presented several recommendations, most notably: the need to launch joint community initiatives between the two sectors targeting marginalized and vulnerable groups, focusing on issues such as unemployment, family care, and the reduction of behavioral deviance, thereby enhancing community security in a tangible manner. It also recommended generalizing the study's findings to other Palestinian governorates and conducting parallel field studies to assess the effectiveness of partnerships in different regions, with the goal of developing a comprehensive national strategy for public security based on cooperation between the public and private sectors.
