Abstract: | The study aimed to investigate the impact of human capital management on the performance quality of personnel in the Palestinian Civil Defense Directorate. The researcher adopted a descriptive-correlational approach. The study population consisted of personnel from the Palestinian Civil Defense Directorates in the northern governorates (Tulkarm, Jenin, Nablus, Qalqilya, and Tubas), totaling 582 individuals. The sample size was 233 respondents, selected using the stratified random sampling method. The data collection tool was a questionnaire. The most significant findings of the study included a positive correlational relationship between human capital management and all dimensions of job performance quality. The level of human capital management was very high, with a response rate of 84.8%. Similarly, the level of job performance quality among the personnel of the Palestinian Civil Defense Directorates was very high, with a response rate of 85.1%. Additionally, there were no statistically significant differences in human capital management and job performance quality attributable to demographic variables such as gender, age, educational qualification, workplace, and the level of challenges facing human capital management in the Civil Defense Directorate, which was high with a response rate of 70.9%. The study concluded with a set of recommendations, the most important of which were enhancing the knowledge of Civil Defense Directorate personnel by establishing regular workshops to exchange knowledge among personnel to stimulate innovation in strategy development through organizing monthly or quarterly workshops to present best practices and new strategies implemented while providing opportunities for discussion and idea exchange and developing an electronic database to document acquired knowledge to ensure its sustainable utilization. |
