ملخص: | The study aimed to find out the requirements of electronic management application and its role in institutional performance among the employees of ministry of health in the (Northern Governorates) of Palestine. The problem of the study is highlighted by the transformation of the Palestinian Ministry of Health to electronic management, which is imposed by global changes. The administrative development towards electronic management, which depends on the development of the information infrastructure within the institution in a way that achieves the integration of the vision and the performance and the achievement of the quality of institutional performance, which, requires to explore the level of application of electronic management and its role in institutional performance in the Palestinian Ministry of Health from the point of view of workers in the health sector. The study adopted the descriptive analytical approach, and a stratified random sample was chosen that included (263) employee of ministry of health in the (Northern Governorates) of Palestine. The results of the study showed that the level of application of electronic management among relevant workers in the Palestinian ministry of health was medium with average (3.42), and the dimension of "administrative requirements" ranked first, with an average of (3.72), and high level, while the dimension of "human requirements" came in the last rank, with average of (3.13), and medium level. The results also showed that the average of the institutional performance was (3.54), with medium rating, the dimension of the "internal operations efficiency" ranked first, with an average of (3.64), and a medium rating, while the dimension of "staff satisfaction in the ministry" ranked last, with a average of (3.47), and medium level. The results of the study also showed that there were no statistically significant differences in the average of institutional performance among employees according to sex, and age variables, and statistically significant according to (educational qualification, years of experience, job title, governorate). The results also indicated a statistically significant positive correlation at the significant level (α≤.05) between the requirements of electronic management and institutional performance in the Palestinian ministry of health; where it reached (.88). Based on the results of the study, the researcher recommends, it is necessary for the Ministry of Health to develop clear policies to involve employees in the mechanism of setting goals related to institutional performance, which contributes to achieving employee satisfaction in the Ministry. |
